I think we should all wait till they release the games specs before we worry about these things.
If you're planning on getting hardware for the purpose of playing DAI optimally, I recommend waiting. You'll have a better assurance on what the requirements will be, and anything that you can pick up today will probably be cheaper by then.
We know it's a single player role playing game using the Frostbite 3 engine. What I'm asking about is well past standard or recommended system requirements it's whether very high frame rate will impact the gameplay. If the answer is no then I'll go with resolution. If this was a FPS(which I don't play) then I'd probably lean towards frame rate but I really don't know which is better for this type of game. Over the last three years I've only played the Dragon Age series and XCOM and ninety percent of that has been Dragon Age. You can't get both WQHD and 120hz at any price so it's strictly one or the other.
I find it questionable whether 120 hertz is ever worth it, but certainly in a BioWare game I would expect the higher resolution to be more valuable. However, we don't even know whether the game will support extreme resolutions, or contain sufficiently hi-res textures to make them worthwhile.
Forced to guess now, I'd choose res, but it's possible that neither will matter.

That is ENTIRELY dependant on what type of games you play.
Provided you have a GPU that can run WQHD decently, the higher resulotion makes for a prettier picture at any given moment.
A higher frame refreshrate for a monitor however does wonders at smoothing out animations, greatly improving the quality of depicted movement at any given moment.
So if you only play slow paced games like DA (and ME, which isn't really much of a fast paced game either), the improvement in picture quality may be more appealing to you.
If you however play other, movement intensive games like say shooters too, where perception of movement is a big thing rather than to enjoy pretty images, then a higher refreshrate is really worth it.
