Reduce the damage boost, maybe just leave only the sniper 25%. Replace 4b with some utility stuff (speed, shield regen idk), 5a with some more utility, maybe upon entering cloak - leaves a short decoy in the position you just cloaked or something..
I feel like I traveled back in time to the spring of 2012.
Less general purpose damage, get rid of the sliding cooldown mechanic when a power or weapon is used. Drop Duration evolutions altogether. Apply only to shot or power, whichever breaks cloak first.
While we are at it, I would balance Annihilation Field by deleting it.

Cloak works exactly as it is intended, on or off-host.
Double cloaking (cloaking again right after you break cloak), essentially giving you two cooldowns, doesn't happen on-host as far as I know.

Sometimes you hit the full TC CD even when you've literally just cloaked and shot off-host ... doesn't seem to happen on.

Probably lag screwing over some timer or other... happens almost every game for me if I'm lagging a bit; especially in games where I can't take hard cover (just bounce off the wall), enemies teleport up ladders and guns that only reload about 2 shots (most notably Hurricane, Striker and Piranha) when the ammo counter gets confused and you reload, fire a couple of shots, then have to reload again as you're out of ammo.

If someone has never gotten that glitch, they probably aren't playing infiltrator off host. It happens on PC.
I agree it is probably some sort of desync between client and host. Not sure. It almost always happens if you cloak and then immediately use a power. Screwing around for a second or so after you start cloak seems to make it less likely to do this.
Never happens if you host, and is very unlikely to happen if you have a good connection to the host.
I would change rank6B, instead of giving 25% sniper rifle damage, I would change it so that the 25% extra damage applied to any weapon you used - not just sniper rifles.
In their defense, if I heard breathing, footsteps, felt a breeze rushing past me and saw a ghostly shimmer...I would stab the sh*t out of that too!...
The same goes for running past Phantoms (while being in cloak ofc) and getting synced...
TC is "overpowered" because its stronger and more versatile than all other powers. To balance it is easy: simply decrease all other powers' cd by 50%. ![]()
Since everyone else seems to be covering the direct changes to the Cloak power, here are my suggestions that would even some of the other classes out with Infiltrators in regards to ability to use heavy weapons.
Make cooldowns unmodified by weight like in ME2.
Make weight a hard limit i.e. if you don't have enough capacity then you can't equip the gun at all (you can try to equip it, but unless you slap an UM on it you won't be able to leave the loadout screen with it equiped).
This would also make the recharge reduction evolutions more useful since they no longer have to deal with the DR caused by low weight reducing the cooldowns.
