Is it possible to reset your spells to get your spell points back?
Also, where is Zevran Arainai located?

No, it is not possible to reset your skill and talent points unless you revert to an old save file.
You will encounter Zevran on your travels. He is a random encounter that will happen while travelling.

He is not located anywhere. He will come find you after you have gathered your first ally- whomsoever they may be.

The first question is a no go. There isn't a way to reset them.
The second one is a Spoiler and should be in the proper thread but (AVERT YOUR EYES CHILDREN SPOILERS AHEAD) you can get him after completing any one of the first 4 main story choices ie going to redclif, going to the dwarves and so then after that quest he pops up outside of Deneram I belive or a random outside encounter.
