If I am not mistaken the big thing people are looking at is if the companions have weapons or not in that image.

Cullen is confirmed not to be a companion I believe, and we know we have 9. The characters we've assumed to be companions turns a lot on the leaked survey from a few years ago, along with seeing some of them in action gameplay wise (the Grey Warden and the bald elf mage, who we assume is Solas).
The pose is basically a confirmation of better evidence, despite people holding it out as the main piece of evidence.

I think the OP is totally correct, yeah.
We're just missing confirmation that DHMG is Dorian (even though it looks as though he is), and confirmation that the blond guy is Cole (even though a survey from two years ago said Cole was a companion).
The names of Beardy Warden and the Scribe Lady are totally unknown too.
We're missing a lot of confirmation. We don't technically know that Cullen/Scribbles aren't companions. I certainly agree that the evidence seems to strongly support that conclusion, but we don't know it for sure.
To answer the question about whether Cullen's been confirmed as just an NPC by the devs, I'm pretty sure the answer is "no." I could've sworn I read a tweet (might've been more than one) by Laidlaw saying they've not confirmed Cullen's status either way. It's all a bunch of assumptions right now, but I wouldn't be surprised if he's confirmed later not to be a companion. *sigh* Poor guy can't catch a break! "NPC Zoned 4 Life." One of the companions should stitch that onto a shirt and give it to him as a gag gift.

But conversely, there's very good evidence - some might call it overwhelming - for everyone else being companions.
Apart from Cullen, Leliana and Scribe Lady, everyone else has been seen with the Inquisitor in the party - either in gameplay or in concept art. Many of the characters have either been confirmed as companions, or virtually confirmed via other sources (the survey, for example).

I agree... I do think Cullen and Scribbles will be advisors.
I would have loved to see them both in action....Cullen's Templar skills would be awesome and it looks like Scribbles pen would be mightier than a sword!

It's ok for Cullen to be a NPC. It would be very difficult to write him as a companion, because we already know his story, his past, his life, his personality, etc. What would they develop? They would have to develop the same we all know, for the people that has not played DA1/DA2, and that would be a little boring. And if they develop a new side of him, then they would have to skip or just talk little about Uldred etc, which is by far the most important thing of his past, so it would be very strange for people that did not play DA1.
It's a lose-lose situation, when you have the win-win situation by making him a romanceable NPC!

) Grey Warden companion.
Why would only one of those nine characters be a temp companion, if everyone else is confirmed to be a permanent one? We know there are nine companions, and three advisors, and there are twelve (nine plus three) characters in that War Table picture. Sometimes the obvious answer really is accurate, and I don't see how there's much room left to doubt at this point. If the Grey Warden isn't a companion, why is he with eight other characters who are? Who would replace him, and why haven't we seen them in any other art or gameplay footage?
I will concede that yes, nothing is truly "confirmed" until a developer actually confirms it, but by this point we can be pretty near certain. For the Grey Warden not to be a party member at this point, a whole bunch of signposted information, art and screenshots would have to be wrong - and none of it looks wrong.
