Yes, it plays, 'cause it's part of the sound effect for the activation of the ability. For Smash, everyone given it has a Human Male Voice at the end of the Smash ability.

Charge acolyte, cloak, fire acolyte, disruptor x5, ED, disruptor 5x. Not even sure how much damage that'd do, but it'd kill most things 
Cabal Adept - Warp, Reave, Biotic Focus, Cabal passives & fitness. With Wraith, Talon or Paladin.
Vanguard with:
