Im pretty sure Leliana was born & raised in Orlais, only reason she considers herself a Ferelden is because her mother was from Ferelden.

No, she was born in Ferelden. They moved to Orlais when she was still an infant.

And Vivienne could not be Orlesian either for all we know. She could have been a mage from another nation who was transferred to Orlais. :P

Leliana wasn't born in Ferelden, she had a Ferelden mother but was born in Orlais herself.

Hmm. Aveline has some serious strength behind her, but Leliana seems like she would be very influential and know some powerful people (plus, being an assassin is nothing to stick your nose up at).

If we accept Leliana as Orlesian (which I'm not sure she herself does) then she's the most powerful. Badass bard, left hand of the Divine, but more importantly has connections to all three DA protagonists. Since the Warden, the Champion and the Inquisitor have shown themselves capable of defeating demons, dragons, and dozens of men at a time, being able to enlist their help in anything is a game changer.

Well, we pretty much don't know anything about Vivienne other than her attitude. If I wanted someone by me in a fight, it would be Aveline. She might not have magical powers or spy connections, but she gets **** done.

No, Leli was born in Orlais. She just consider herself a Fereldan.

 

Leliana: "My mother was from Denerim and I consider myself a Fereldan... blah blah blah... I was born in Orlais, and did not set foot in Ferelden till much later."

I love Aveline, but she isn't even in this race.

Personal 'Physical' power goes to the woman that controls the forces of nature at a whim.  It's hard to argue with a fireball if you aren't a Templar.

Political power, however, I give to Lil, at least before the rumored events of the Peace Conference.  Personally and professionally she has the ear of the head of the most important multinational organization in Thedas.  She potentially is a close friend or beloved of the most important hero of the last ten years.  Post Conference, she'll be part of an organization theoretically tasked with saving the world (again).  She could wield enormous power through her connections, and, post DA:I, she'll have potentially been a major player in saving the world twice, which gives her more than a little political clout all her own.
