That's pretty subjective.
Objectively speaking it's just overpowered. I can't say if it needs a buff or a nerf or even balancing. I say we all go play billiards.

If it had a clip size of about 100, about 700 or 1000 spare ammo, and weighed half what it does, it could be quite a decent weapon. To be even better, it could replenish your grenades every time you reload.

It's one of the top weapons in the game, but hardly superior to other top weapons. Among ARs it's really not any better than Saber, Typhoon or PPR except in very specific circumstances and on a very specific build. The great thing about Harrier is that you can put it on any kit and do well - but that's nothing unique, weapons like Talon, Wraith, Venom, Hurricane, Arc etc. are equally good general use weapons, it all comes down to personal preference.

Monster Zero once decided, on the basis that I replied to a couple of his posts in a non-serious manner, that I am "stalking" him. (I use the word that he uses. He seems to have no idea what it means.) So he follows me around the forum, making derogatory remarks at anything I post. If I reply to those posts, it convinces him that I am indeed stalking him (which is why it is clear that he is not clear on the concept.) He also once posted that he would not stop until I leave the forum - although the mods removed that post, along with several others.
He'll be along to make some remarks shortly, although denying that he actually read this, as if that's believable.

Replenishing grenades on reload just doesn't seem like enough.
It should actually fire Cluster Grenades.
Ones that are on my host and have about 50 fragments instead of 3.

Still need to reload it.
I mean, the Harrier needs to have something that balances it out. We can't have it being overpowered =P

And the cluster grenades should behave exactly like Scion grenades: land densely but evenly distributed exactly around an enemy that you can't see. Preferably across the map.
These people bitching about the Harrier being OP have NO IDEA what things could have been like if Biovar had been on the side of the players instead of in the pay of Cerberus.

They took bribes from both sides, but it's clear where their true loyalties lie. Otherwise we'd be able to equip the Phantom Palmblast X (an uncommon level weapon), with the per-shot damage of a Javelin, the tracking of a homing grenade, and the fire rate of the GPSMG. And have 20000 barrier while firing it.
