I highly doubt that Cullen is a virgin considering the fact that he was surrounded by women mages in the circle. I'm sure some found him to be highly attractive and he found them attractive as well. Just because 1 is a Templar and the other is a mage makes no difference when it comes to the biological needs.

Um...he blushes, stammers, and literally runs away if you try to flirt with him. Also they live in a different world and a different time and probably don't have the same stigmas we do today. Plus Alistair looked to be the same age and was a virgin. I don't doubt that Cullen was a virgin in DA:O (and probably DA2). If he got any digital lovin' it would probably be after DA2.

Sandal is actually hinted to be the son of an Aeducan father and elven or human mother, according to the DA wiki. (see the paragraph about the Legacy DLC) This likely kills the possibility that Cullen can be Sandal's father, but I THINK THERE IS SOMETHING TO THIS CURLY-HAIRED THING, because, as we all know, any character who looks like they could be another character is either that character or related to that character.

 

So I'm putting forward: what if they're actually half-siblings? We have no idea how old Sandal is, so they may not be that far apart in age. They could have the same ramen-haired mother, and when Cullen discovers this, he and Sandal will Bond As Brothers and have the most delightful conversations. WHO KNOWS????
