Romancing empress Celine

I highly doubt we'll have the option to romance Empress Celene (not super important but it's Celene not Celine), and, romance or no, I doubt we will be making ourselves Emperor or Empress.
Given what we've learned in The Masked Empire (~spoilers~) Empress Celene has/had a lover to whom she has recently... shall we say 'separated' from. Celene still loves Briala (a lot) and I don't think the Inquisitor will be able to win the Empress over in that sort of fashion whatsoever (and if we can, boy howdy will I not be doing it, no matter how much I adore Celene - which is a lot, by the way, because it would seem so... wrong after reading about Briala. I doubt they'll be getting together again anytime soon, but I don't want to mess with any of that).
As for marrying her and becoming her consort (well, spouses are still called Emperor or Empress, but you can bet she's less willing to share power than Anora was), Celene played part of The Grand Game where she organized a lot of suitors, all of whom vie for her hand, but this is so she can count on their allegiance - she has no intentions of marrying anyone, it seems.

Pretty sure Celene only likes women. So while there may well be a romance, I think it will be F/F only.

Hmmm, interesting thought. I'm going to guess that no, there will likely be no Celene romance. A marriage for the sake of alliance might be beneficial for both the Inquisitor and for the Empress, both of whom are attempting to gather armies for their own purposes. However, I think it is unlikely for two major reasons: 1) Bioware already did that bit in DAO, and 2) Celene has been playing The Game for thirty odd years, and only in a very brief moment towards the end of the novel did she even partly consider the idea of marrying and thus placing a permanent wall between herself and Briala.

You may have just as much of a chance to romance Divine Justinia V too
. Anyhoo if that were possible, it would be weird with Morrigan there, as we'd probably be using Morrigan's quarters for the sex as we did with the camp sex in DA:O

i would like to take over orlais, but i highly doubt that celene would be a love interest. I really don't see the writers saying hey, lets rehash what we did at the end of origins.

Yeah as much as I love her in Masked Empire - sidenote: DEATH TO GASPARD! - it makes little sense for er character or the story. I could see her leading you on maybe, if that is what i takes to get you on her side as she is a master player of the Game. But love&marrige? No way.

I am guessing the only nobility we might get involved in is Nevarra. Seeing as Cassandra is a LI and potential spouse. Is she the heir to the throne though? Or did she give away her rights when she became Seeker?.
