So for some reason I have the urge to play the Sims, was going to wait until 4 and then I realized that it would probably be the same thing as 3 but with a ton of removed features and a forced online component (semi joking but not altogether unexpected from EA) so I thought I would go back to the Sims 3 and check out some of the expansions, also can anyone direct me to good custom content and mods?

I would recommend going for Sims 2 instead of 3, but it might be more difficult to get that game and its expansions because EA is determined to wipe the existence of the previous games off the face of the earth and has removed it from Origin.
Thesimsresource has a pretty bad reputation. Used to put trackers and Trojans in their downloads in an attempt to catch people who sent their paid downloads to others. Now they are no longer a paid site, but I think it's still better to avoid it.
Modthesims is nice.
A lot of creators post their stuff on tumblr nowadays. A find section like this: http://simscave.must...p?topic=31715.0 could help with that.
Garden of Shadows tends to have good quality as well (though personally I am only speaking from Sims 2 experience. I never bothered downloading for TS3): http://digitalperver...omh7oga3nm75
More Awesome Than You has excellent hacks and fixes that squash some of the mess EA never bothers to patch (TS3 is still very unstable, though, especially with more CC and expansions). As uncool as it is, I'm actually really looking forward to Sims 3. I know the company loves milking us for every penny, but for some reason, I just keep paying for stuff that looks fun.
Sims 2 was awesome, but I think Sims 3 actually has it beat. Just on a slightly more realistic? aspect. And my that I mean the whole town evolving and changing.
Okay, that said, I have every expansion and most stuff packs. If you are wanting to buy a few I enjoyed them all, but am partial to Seasons, Ambitions, and probably Supernatural. That's off the top of my head without having played in quite a while.
As far as mods, like others have said modthesims.com is awesome.
I also always use mods from http://nraas.wikispaces.com/ there are a lot of bug fixes and misc enhancements that are a must have in my opinion.
