I agree completely.
Emergency use:
1)When my score is in jeopardy.
2)When an enemy pisses me off. "WAT DA FUQ ARE YOU LOOKING AT SWARMER!!!!!!"
3)When I see a juicy spawn.
4)When there are Primes. Yep, no need for elaboration.
5)For Rocket Troopers because irony and I can triple rocket too mother fuckers.
6)Last enemy because he/she obviously is a survivor and is dangerous.
7)For the shuttle pilot cause generally he is a jackass whose ignorant prattle annoys me while I'm getting my ass shot off.

I agree or maybe like one rocket per player.
The difficulty was tilted toward making rockets more necessary for average players to further push microtransactions. The whole game has gotten easier though for the players overall since it's inception. Platinum right now is easier than Gold was at inception because of better gear, equipment, more consumables, buffs to weapons, nerfs to enemies mainly shieldgate, etc.

I'm with you. I'd limit them to two, and ensure they don't deplete the wave budget. That'll learn the spawn nukers.

Rockets are important 95% of the people just don't know when to use them in this game clinging to them like grim death and only using them way too late.

There's nothing worse than team mates who can't handle themselves, bleeding out every wave refuse to nuke some spawns to make things easier, and then go to town with the missiles unnecessarily on wave 10 and during extraction.

Kill streak medal opportunity, rocket.
Bosses/sub bosses camping any of the 4 devices,rocket.
Somebody tells me 'No Rockets',I look them in the eyes, rocket.
Carrying the pizza and get overwhelmed, rocket.
2 bosses hanging close together(anything more is a bonus),rocket.
Extraction time with rockets left over(oh hell no),rocket.
Instant crowd control, rocket.
Getting staggered to death,rage gell then,rocket.
These are just a few good reasons of mine
In general, there's no situation a cobra missile can't fix.Or at least make you feel better.
I think anyone should be able to use them any time they personally feel like it.

That said, I've no problem with others or myself nuking "boss waves", changing targets on assassinate obj's, etc. and I like playing 18-22 minute PUGS as opposed to 30 minute plus "sieges"...so yeah I'll be more aggressive with missiles when with strangers, etc.
What irks me, is what's already been mentioned. The "every obj wave" nukers, the "wave 11 scorewh*re" nukers that equate that sort of thing with "skill"...

If you see a full spawn (by that I mean all eight enemies) is there a better use for the rocket?
It's all in the eyes of the beholder. If your team is cruising, you could see it as just a good missile to speed the game and smart use of resources. A teammate on the other hand could see as scorepadding since really you didn't "need" that rocket anyways. Conversely if your team is sucking you could see it as "damn I need a good rocket to help me out here and speed this along". Your team on the other hand could need that rocket later to make ends meet: targets, a grabbed teammate, etc. Most people know the difference between a good and a bad rocket though.

In fact, personally I've always thought this game would be much better if Cobra missiles weren't even in MP.
Yeah, this thought crosses my mind quite a bit too... wonder how many others thought about if the game would be better without missiles? And what they think a game without it would be like?

Its something they need to deal with for ME4. If you have 4 people who use 9 Rockets, the entire game is pretty silly. Even one person using all 9 rockets in a game on non-objective waves alters the game significantly. I suggested before that rockets shouldn't effect the wave spawn budget or give points, which would have solved the problem in ME3.
I would like to see ME4 have a variety of heavy weapons however with their own weight etc. They would be distinguished from normal weapons with a similar consumable/limited ammo mechanism.

Wow, you sound like the life of the party. Why would you want there to be no rockets? Rockets are fun! The game should be fun! I know BSNers have their "ideologies" about what is "fair" and "most sporting" or "difficult" or enough "epeen" but to choose to limit your choices? That is just absurd. IMO, it's better to have rockets and choose not to use them than not to have an option to use them at all. I constantly criticize spawn nukers, but even my frequent irritation doesn't inspire the impulse to shut them down. I find rockets to be one of the giddy aspects of the game, along with Heroic Mass, sabotage, the GI talon, Turian Brawling surf hating, Krogan head butts, etc. Let ROCKETS ROLL (appropriately, of course!!!) !!!!!
