According to this, only femshep will wake up with someone, even while locked in a romance with Kelly, and maleshep will not.

Yep. These days Ash only survives to ME3 if
1. I played a rare maleshep
2. I romanced Ash
3. I switched to Tali/Miranda in ME2
4. Just to get her butthurt reactions in the hospital.
5. Outcome: Shot 50% of time, exiled to Hackett 25%, allowed to rejoin crew so James can mack on her 25%

The VS only gets to be a Spectre because Udina has his convoluted plot. They aren't qualified whatsoever.
A case could be made for Kaidan, but Ash is in no way qualified.

Garrus is the epitome of this really. I have no idea what that guy's role is, he's just there. He's the least plot relevant squadmate in ME3.
It would have made more sense for him to be leading Turian elements rather than tweeking the main gun that is barely used for a pointless tiny boost in performance. Of all the ME2 squadmates, Miranda should have been on the Normandy.

I had the idea once that Garrus should have been on the bomb mission on Tuchanka. Maybe his survival could have been tied to loyalty or something.

Kaidan does have an extensive amount of training (how many roles was he in charge of aboard the SR-1?) in addition to being exceptional even among biotics.

Really neither are, but a better case could be made for Kaidan. (Officer, biotic, solid record) Neither have the mindset for it. After they are confirmed by Udina Shep can ask if they plan to rejoin the Normandy and they reply they're waiting for orders from Udina. Excuse me? Councils give Spectres goals, not orders. The how and why are up to them, except for the odd time they are overruled like when Shep was grounded in ME1.

I can confirm a paragon femShep who doesn't go for Vega and who has no active romances will wake up alone.
Though I kind of regretted letting Vega get away. Ash had better appreciate my wingmanitude.

Besides EDI and Vega, do any of the squad mates in ME3 not have a better place to be?
Garrus. Well, the Normandy isn't the worse place for him to be. He's helping coordinate the allied fleets, and one doesn't have to be on-site to do such. But he'd be better suited on the Primarch's dreadnought.
Tali. Tali is a fleet admiral and one of the five most powerful Quarians. She should *probably* be with the rest of the Migrant Fleet.
Liara. Liara is the shadow broker, and being on-site at the crucible is a bit better than being on the Normandy. Only a bit though, as the Normandy is mobile, at nearly no risk of attack, and has a QEC to Hackett.
Kaidan is better off as the commanding officer of that biotic diviosion.
Ashley does have no better place to be.
Javik would be a big help at the Crucible, I'd imagine. Not that he'd be willing to sit around all day with the science types.
So really, only Ashley, EDI, and Vega have a reason to be on the Normandy.
Also, Miranda has absolutely no reason to be on the Normandy.
