1) I may have worded it poorly. What I meant was using Stasis on multiple random targets without damaging or killing the ones that are Stasis'd.

No it doesn't apply to every power, nor does it apply to even half of them. And although people can play in a manner that is annoying, there are in fact design problems with several powers that do not make the gameplay a better experience for the entire team.
Flamer and Recon Mine for being basically impossible to see through. Stasis for removing tracking and hit detection from melee. It isn't as if the particular player using Stasis chooses to use the one that has irritating properties. It always has them because of the way it was made.

I don't know if many people do the first one. At least many people who have some experience in the game.
I would agree with you that it makes sense to kill the target in Stasis, although in a team game if you don't have a weapon that can kill them rapidly, or you don't have fast enough regen to kill it with a combo before a teammate breaks the Stasis effect, there probably wasn't a good reason to cast Stasis in the first place, unless on the off-chance it was to save an inattentive squadmate.
If we ask a different question "Are there players that use Stasis nearly exclusively on AV or AA" that answer is yes. If they find it fun, more power to them, but it will probably be more annoying to teammates than mixing in some Charge or Warp more often.

I'm sorry, but if your the kind of person that gets annoyed by stasis ruining heavy melees then it's not really a stretch to imagine that most powers could potentially be used in a way that could annoy you. Take something simple like warp for example, if you're using a Javelin and you have a perfect headshot lined, then a teammate casts warp the enemy dodges and ruins your shot or perhaps you're trying to shadow strike a phantom, a teammate uses warp so she puts up her bubble and your attack does nothing.
Now I obviously can't speak for you, but looking at your complaint of Stasis and the examples I've just given, it seems highly likely and perfectly reasonable to assume that if one of those scenarios annoys you then they probably all would. So that automatically makes all projectile powers potentially annoying, which make up a large portion of the powers in the game and I'm sure if you get creative you could probably think of other situations that would cause the rest of the powers to be annoying as well.
The fact of the matter is that this is a team game and when you have multiple teammates running around situations where they happen to use the wrong power at the wrong time are inevitable and criticising and complaining about those powers because of that is ridiculous.
Now the other examples you've given are far more reasonable to complain about, because the situations where they are likely to become an annoyance are far more likely to occur, but with stasis it's such a rarity for that kind of situation to occur that if it does happen then it is simply bad luck rather than bad design.
