I would 100% for sure say that silver is more difficult in some cases if you have silver level players playing silver and gold level players playing gold.  Geth wave 8 for instance and late waves of collectors.

Late waves of Collectors on Bronze are hard. Wave 10, you have 2 Scions, 2 Praetorians, 2 Abominations, 2 Troopers/Captains (forget which). If you get devices on a bad team, you're going to run out of time.

Silver is full of mooks, and they are the main killers in this game. That's one of the reasons why OT could be considered valid. However, powers do the same damage on silver as they do in gold, and additionally, enemies have less everything on silver so even if you look at both difficulties separately, gold seems harder. But in the end I think they are balanced quite well honestly. And I am keeping In mind - solid silver player on silver vs solid gold player on gold.
