Why is it that? I can understand shields dropping in the rain but why barriers unless its a certain type of rain? Anyone?

Are you asking for a lore based reason? I don't know what lore you are referring to that makes it more likely shields would drop than barriers.
Regardless, it is the way it is for the sake of balance.

Maybe there is eezo in the rain.
Who really knows, maybe an engineer can take a rain sample there and send it to the lab.

Alliance soldiers are only equipped to fight in good weather during the daytime. Which is also why the armor has no night vision capability.

it is stupid, though. a bit of an oversight. If acid rain harms a biotic barrier, then ANY rain should. ...and that would just be stupid.

Sad thing BW did not use the "sunlight derps shields" thing from ME2 in ME3MP, too.

Acid rain doesn't do much harm to a tree after a few minutes. If a bit of acid was that effective then water balloons filled with vinegar would be as effective as the Acolyte. It's all rather silly but gives a bit of gameplay variation.

Due to our recent expenses and given the general overall state of the galactic economy - we have been allocating all resources to the N7 Program. The N7 Program has been a huge success, with an excellent cost to value ratio. As I understand it, you yourself are an esteemed member of the ranks, and considered one of the top operatives.
In order for us to keep the "store" running we have had to do some serious "value engineering" to keep the Medi-gel flowing. Our development team worked tirelessly to produce a scam that many saw as legit. This scam is know as "RNG". For all transactions that we "de-valued" (very poor expenditure to profit ratio) with RNG, we were able to keep medi-gel flowing to the most severely affected systems, such as Palaven, etc.
In short, some of the other "value engineering models" included the hiring of Vorcha and Batarian engineers. Most of the other races are too expensive - and the Salarians are simply over the top. We did have a bargain on one Volus engineering team, but they were all KIA while taking rain samples. As far as we can tell, the Vorcha simply drank the samples.
