Some NPCs sell licenses for the normandy etc, what are they for?

Every weapon or armor or mod has a manufacturer, and buying the license allows your Normandy requisitions officer to stock gear from those manufacturers.

The Elkoss license also plays a small role in Conrad Verner's dialogue in ME3.

 

Also, your requisition officer should have explained to you how he needs licenses to sell certain stuff.

Purchasing these licenses will allow you to buy their companys stuff from the sales man above the normandy.
