I still feel that Citadel DLC would have been better as a post-Reaper War mission with its meta-comedy. BTW, nice profile pic, can't believe what happened to Dean this season, gave me goosebumps.
As to why Garrus is so popular though:
He is a rogue cop who looks up to Shepard as a mentor and leader.
He is very astute in his assessments of those around him, with the one exception being Sidonis.
He is self-aware, he knows his own merits and weaknesses, compensating where necessary.
He has a giant stick up his ass and beats guys to death with it.
The simplifying of his character in ME3 was a peripheral reaction to the simplification of the entire story.

I think Garrus has a perceptive mind and tends to express it with the right mix of seriousness and wry humor. There's a slightly light-hearted tone when he's recounting all the recent galactic history to Javik, for example, and he has probably my favorite response to any of the squadmates to Jedore in ME2: "Loudspeakers? Someone must like the sound of her own voice." On the more serious side, his "ruthless calculus of war" discussions with Shepard in ME3 work for his character in a way that I imagine they might not for the other squadmates. I don't know, maybe I'm not expressing this very well, but in general I'd say that a fair amount of what Garrus has to say is at a slightly higher level than some of the other crew, whether it's in terms of self-awareness, generally being observant, or simply recognizing how crazy the whole situation is.
Plus, since I tend to play Paragons, Garrus makes for an interesting contrast in that he's somewhat Renegade in terms of sometimes leaning towards harsher solutions, but at the same time not at all inclined to corruption -- I don't think he'd take Helena Blake's payoff, for example.

Liara: Super independent in all three games. Even more so in ME2 and ME3. If Shepard didn't help Liara, she'd find her own way to reach to the Shadow Broker. And she handled herself quite well on Mars.
Garrus: Looks up to Shepard in ME1, and becomes a vigilante on Omega as he tries to do some good. He was sabotaged from within, therefore, leading him to think he's incapable of leading a team after his squad was killed because of Sidonis's betrayal. He fears of gettin' his squad killed. Any person would be fearful of leading another team after they got their own squad killed either directly or indirectly. He is set on angered and blind revenge after learning of Sidonis's whereabouts. It's up to Shepard to persuade Garrus to convince Garrus that what he is doing is immoral or let Garrus have his revenge and be done with it. Garrus is the kind of character in which his actions will either make him great or it'll destroy him. Very much like Samara's opinion on Jacob. In ME3, he returns to Palaven to warn his father about the reapers, and eventually some things are done about it because of his father's connections and being a friend with the Primarch. He joins the Turian Military in preparation for the war.
Tali: Admires and also looks up to Shepard. She is quite the opposite gender of Garrus, but their personalities have common similarities. After Shepard died, she returned to her fleet and fulfilled her Pilgrimage either with or without the Geth data. She doesn't join Shepard immediately, and is later found trapped on Haestrom. Later she is accused of treason, and returns to the Migrant Fleet to stand trial for the accusations put on her. She learns of the truth behind her father's work and begs Shepard to not reveal her father's work to the admiralty board. Regardless, she is either displeased or grateful of the outcome. In ME3, she takes her father's place on the Admiralty Board, and tells Shepard that she took the position, because she still looked up to Shepard and she wanted to do some good out of it. Of course, every person has a figure they look up to and it is completely understandable...
They're not bootlicks or asskissers. They are their own separate individuals.

I don't agree. A simple browse through any of the forums that had anything to do with Garrus's character can easily prove that Garrus's popularity has to do with the effort Bioware put into his characterization rather than this thing called "ass kissing".
Shepard takes on people's problems by talking to them and offering his/her help. That, or their problem becomes part of the main plot to which Shepard has to get involved with. If having Shepard's assistance is the definition of being pathetic or an ass kisser, then every single squad mate that had a loyalty mission might as well be one which is kind of a harsh assessment for video game characters.
I personally like the loyalty missions because they are there for you to get invested in the characters through their backstories. Because of them I have more sentiment for the ME2 characters than I do for people like James/Kaidan/Ash.

Why are you so focused on those three? Miranda would've gotten killed by Kai Leng. Jacob would've died in ME3. Jack wouldn't have ever made it out of Purgatory. Just saying a person would have died without Shepard's intervention is a really weak reason to call them a pathetic ass kisser and leeching off of Shepard. Your argument isn't really making sense.
