Oh, I don't pay attention? I've played through this trilogy more than you've made decisions in this game! And it is clearly said, that they do not have the resources for incarcerating or executing, because they do not live on planet and only on a controlled environment with limited resources. They wouldn't be exiling if they could execute. They could execute if they wanted, but they choose not to.

You may be onto something there. Its obviously clear that the word filter is rather poorly set up, but if you post a word that they missed, you get banned for evading the filter when anyone competent would have been thorough.
