I was just curious-does the critical chance on a dagger carry over for mages.I noticed last night that I got the full 9.80 for Veshialle and Rose's Thorn on primary, but that only the 5.00 critical enchantment carried over on the second hand.In other words, the 4.80 for Rose's Thorn-Dragonbone dagger on 2nd hand didn't show up on the damage screen.I'd think if it was not a display bug it was related to mages not having dual weapon skills.

Have you tried the same weapon combo with a DW rogue or warrior? The processing of off-hand enchantments and item properties is extremely peculiar and it seems to change from patch to patch. This means that poorly vetted mods may well regress parts of your combat mechanics to earlier patch levels.

I just looked at it with both rogue and warrior.Basically, the logic only wants to put two critical enchantments on the main hand.Like, my DWW has the Borrowed Longsword and the Edge.It won't put 2 critical enchantments on the 2nd hand, so it adds the 3% critical enchantment on Edge to the main hand.As far as patches, not sure. I think I have them all, but it might vary some from console to PC.

Only the enchantments apply to both hands, not the base values. While Dual Wielding Veshialle (main) and the Rose's Thorn (off) as a mage, critical chance would add up to 14.60/17.80. Check if that is what you are getting.
Rogues and Warriors gain an additional 2.5 from DW Expert, but that's about the only difference from a mage, unless things are different in consoles.

I could have sworn I got the base value on the main hand on console-that might be the only difference.
It's not a major issue.I was still able to get a 50% critical chance with the right party and items equipped, even while shifted. The main problem you run into is missing, and a healer or Shale can help with that. It'd definitely be another way to do good melee damage, even without Arcane Warrior.
