If and only if you get to play as Garrus, guiding him down paragon or renegade paths during investigations, shaping his morality throughout the course of the game leading to very different case and personal outcomes. Garrus is tailor made for an investigative game on the citadel to the point where I couldn't see any body else in the role. Sure it would have to wrap up neatly into ME1 or ME2 but that's fine as Garrus is still trying to figure himself out in both games as a direct result of his prior experiences on the citadel (and omega as a possible sequel) which could be unique to your universe.
