If her goal is to keep the civil war going, and the civil war is one of the things preventing people from doing anything about the demons raining in. Isn't she an enemy of the inquisition by default?Since gaspard and Celene have one it's only fair right lol so what I want to know is her role in inquisition ? Or what she's gonna do anyone think a elf inquisitior could romance her and take orlais comments and thoughts

Since the Inquisition's purpose is to restore order and Briala is deliberately seeking to extend the Civil War, I expect her to be an Agent of Chaos.

That's her goal before a literal apocalypse happens. For all we know, she's pragmatic enough to appreciate that the complete obliteration of Orlais could lead to worse outcomes for CEs, and put aside her agenda for the sake of saving all of Thedas.

Lots of people hate elves. Also she's trying to help elves by making sure as many humans die as possible.

I hate her cause she's prolonging the war, greatly increasing the losses on all sides, both human and elf.The hate is surprising.

To answer the OP:
- If both Gaspard and Celene, make an appearance then it is pretty much assured that she will be in Inquisition, but since it hasn't been confirmed yet that the both of them will appear I am not sure. As for her role I can't say.
- I don't think you will be able to romance her. Why would that be even be an option?
- I don't think the elves will get the opportunity to take over Orlais, and even if such an opportunity arose, i don't think the elves would be capable of taking over one of the most powerful nations in all of Thedas.
I personally don't agree with her goal to keep the Civil War going for as long as possible, as it really seems to be the worst possible way to go about gaining rights for the elves. why would Orlais want to help a people who are willingly dragging out a war that will cripple Orlais if it goes on too long. It will just breed contempt towards the elves. So I really don't understand how she thinks this will help the elves.

But really, Briala didn't start this war; she's just using it to advance her cause, which is a righteous one.
If Gaspard or Celene backed down, the war would end in an instant, and nothing Briala did could change that. If you want to blame someone, blame them.

Even if she didn't start the war, that does not change the fact that if her efforts to prolong it are sucessfull in avoiding an earlier resolution, then all the deaths after that point are of her direct responsability.
Not to mention that yes, she could do a lot to change it. False-flag attacks; even if Celene and Gaspard insisted on keeping their weapons down, pressure would mount from the common man which would lead to them either restarting the war or facing challenges for their authority.

The idea is that Orlais won't agree to any advancement for the elves if the elves don't riot, because otherwise they're just complacently subjugated, and riots won't do much for the elves because Orlais is so powerful that any uprising will be obliterated without mercy.
By extending the civil war, Briala wants to weaken Orlais to the point they have no choice but to negotiate with the CEs, on their terms.

I find it funny that people think there's anything to do in Thedas BUT to prolong war.
People dying everywhere. That's the natural state of things in Dragon Age it seems. There's no chance of peace. Even the new game kicks off with a peace conference blowing up apparently.

I don't even know what the main story is. Telling from promos, it sounds like Morrigan poses a question on that in the first trailer. Do we lead the world to it's inevitable end? Or save it?
Either way, many fantasy settings revolve around perpetual conflict. Not problem solving or peace. There, the problems keep rearing their ugly heads back again. Warhammer, Warcraft, etc..

We know that the Inquisitor is going to be trying to restore order to the world. Dragon Age is not Warhammer or Warcraft. And even if it was, that doesn't mean it's makes any sense to just give up trying to restore peace or actively makes things worse because war is all that happens.
It's not like the Space Marines ever just take a look at the Eye of Terror or the Tyranids Hive Fleets and say "Welp, we can't win. Time to give up."
