No, but Fenris does specifically state that the "Magisters are not above collaring their own." If you're a Ferelden refugee, with not a significant whit of power to your name in Tevinter, your best hopes are the front lines against the Qunari, or being picked up by slavers and sold at auction, because you're a poor foreigner with no particularly special talents and no connections.There is no headcanon, do you know how slavery works? A system that looks after mages and makes sure the ones who are a danger are locked up. You and others seen to think it's the chantries way or freedom when it's not. You try to create a new one that is good for both sides, not support an extreme. It's not rocket science.

Not run by a religious institution that says mages made God go away? Personally I think there should be some way of keeping mages from harming the general populace but for gods sakes a religious institution should not be in charge of it, especially one that has quite a bias against the people in question

Very simple, mages would be allowed to see their family as they live at the circle and learn magic and it's safety, along with being watched so the ones who do pose a danger will stay while the other mages if shown they can operate in society are allowed too leave for good.
There would also be no religion dogma and guards would be regulated properly.
Can I bring up a plot hole. In DA:O in the codex on the rules of magic is says that no mage can use teleportation. I've seen a of poofs from one side of the room to the other in DA2. I would like to know why we can break this rule now?

The World of Thedas states (as one of the limits of magic) that -
Travelling Great Distances: Mages cannot teleport or travel great physical distances using magic.
I would assume the more recent material retcons any previous material, also poofing from one side of a room to another is not a "great physical distance". Limited movement using magic must therefore be possible right?

Seems more like a reward, honestly.

And it seems to be the same way in Tevinter as well, based on Coladrius in the alienage. They just picked people up, put collars on them, and had slaves. Fenris, and the devs (including Fenris' sister), each have confirmed that the Magisters have no problems enslaving other mages. Mages simply have more opportunities to rise up the social ladder, and if they prove useful or talented, even a mage slave can become an apprentice to a magister and eventually rise to become one as well.
But there's nothing stopping the Tevinters from enslaving another mage, especially one who may simply be a poor refugee.
Also, quite honestly, if I were a Mage in Thedas during the rebellion, I would rather die a free apostate in Ferelden, Orlais, the Anderfells, Rivain, or Nevarra than as a refugee-slave or not-in a country known to be run by slavers and blood mages.

I stand corrected. Officially, you're right. Even so, the government is pretty damn hostile, and murderous vigilante attacks are becoming distressingly common there.
My point is that I don't think this can be considered a 'plot hole' when it does, in fact, happen in real life. People do choose (if 'choose' is the right word) to stay and face persecution in their own country rather than flee abroad.
