I beat this with Grunt and Zaeed. What I found annoying was that Grunt just followed me around and didn't attack. made it much more difficult than it should have been. I played as a soldier and used the Cerberus armor and the Harrier. Spammed concussion shot many times and used Grunt and Zaeed's grenades. Kept running around the map collecting ammo and I would use AR to finish off Spectres when they are half health. I used a similar tactic with shepard clone on Normandy.

I think you're thinking about the "Mirror Match" in the Armax Arena. Which can be tough on Insanity.
The OP was asking about the final "Boss" fight against the Clone and Brooks on the Normandy.
OP if you've got Javik you can cast Dark Channel on Brooks and let it burn her down whilst you focus on the Clone. Plus don't forget to use his grenades.

How useful is it to take down Brooks? Seems to me the Clone just revives Brooks almost as soon as she falls. The only use I can see for taking down Brooks is to draw the Clone over to her position.

Every time he revives Brooks he uses one of his gels to do so. Just makes it go faster.

You can use the weapon you find in the citadel archives, the one that was used in the first contact war against Turians (relay 314 incident. However, I forgot the name, it was something with 'avenger' in it, right? 
And use special ammo, I used Kaidan (if you saved him of course) and Liara, and it went really good
