There's a news announcement in ME2 that the colony on Terra Nova was destroyed if you don't complete Bring Down the Sky in the first game.

You sure? I thought that killing Balak and not completing Bring Down The Sky had the same news announcement in ME2.

From Wiki:
- If you completed the Bring Down the Sky there will be a newscast about a memorial celebration on Terra Nova.
- If you saved Kate Bowman she will send you an e-mail thanking you. She will also be mentioned in a newscast saying she will be giving a speech on Terra Nova during the celebration about the fallen Alliance soldier.
- If the hostages died or the player did not complete the Bring Down the Sky mission, a newscast will mention that a Reverend Bowman will hold a prayer session for them. If the hostages were saved a newscast will mention Balak escaped and is still at large.
For many Mass Effect DLC, the events happen regardless, just with other Alliance/Mercs/etc sent to the scene.
In this case, I think both bad things happen: Balak escapes (to be met in ME3), and the hostages die. But Balak is still stopped from destroying Terra Nova. Terra Nova is always safe until the Reapers arrive.

In a non-import ME3 Balak shows up as a terrorist.

Yeah. I only recently installed BDTS, and have played through it once.
For all my ME2 games which had an import without BDTS, I would get the news about the vigil for the anniversary of the attack in ME2. And then of course Balak shows up in ME3.
