Great summary of both - it really depends on what you like more, another companion or more plot. Leviathan is more than a side-quest IMHO because it integrates well with the ending. If you didn't like the ending anyway, it won't get much better though. If you don't like Javik and won't take him with you on your playthrough, you don't gain much either. It depends on what you prefer more.
I just want to add another voice to the Citadel DLC even though you already ruled it out.
I think it is the best out of all of them, it has the most content and is just fun. It doesn't match the dreary tone of the rest of ME3, this is true, but the ME series always had its funny moments (hi, Conrad!), and the Citadel is one of them. If the interactions with your companions is something you really enjoyed throughout the games, the Citadel DLC would be right up your alley (conversely, if you didn't really care for the companions and their banter, you won't care for the Citadel DLC much either). Additionally, you get another hub and the mini-games and especially the Arena are actually quite fun. I've spent a lot of time in there just blasting away at the enemies, heh.
I'm one of those who play the Citadel as their ending of choice, and it has saved ME3 for me. I usually play through the game until Chronos station (sp?), then skip the last mission or most of it and go right to the Citadel DLC, with the backstory being that they're either all dead and in the afterlife, or the Indoctrination Theory, doesn't matter much. It is somewhat of a stretch but to me the Citadel DLC is a farewell to the game and serves very well as an ending.
