I wouldn't say that. Yeah, there's a lot of work to be done, but given their level of possession, Belgium's come quite close a few times to losing this thing, including in the 92 minute of stoppage.

At very least the USA died fighting.
They have to find a way to develop a real striker for this team in 2018, the lack of a decisive player holds the USA since the last World Cup.

Yeah, Dempsey will be 36 by then and he is currently their only threat. They would need to have some good youngsters coming through.
Can we have Argentina thrown out for being boring and replace them with the US? They are great to watch, despite not being all that good.
