The files need to be copied into the Install directory, most commonly C:\Program Files\Autodesk\3DSMax[version]\Scripts\. They will not work from the My Documents directory.
Once starting 3DSMax, NWMax will load and start automatically. You do not need to run any script for that to happen.
Depending on the version of Windows you are using, you may or may not need to change permissions for a couple of directories for certain things to work correctly.

Yeah and please be practical and post your questions in the same thread you created previously or better yet, in the NWMax GMax thread would be preferable.

That may be the problem. If I remember correctly, the original version of NWMax doesn't work with some of the newer versions of 3DSMax.
Download the version that I keep up to date NWMax Plus
Scroll to the bottom of the linked page and press the Download button.
Delete any of the original NWMax files from your 3DSMax/Scripts folder.
Unzip the downloaded file. Copy the unzipped files to your 3DSMax Install directory. Start 3DSMax. As I said earlier NWMax Plus should autostart.
