Skyrim, Mass Effect, you name it, games tend to stick quests in our journal and won't let us get rid of them. I especially despised Skyrim for this since you would pick up a quest without meaning to and it would be some quest you just didn't want to do, like several of the Daedric quests or maybe the initial Dark Brotherhood or Theives Guild quests.
STOP IT!
Why not divide the journal into three parts: 1) quests to do; 2) quests completed; 3) quests deferred/rejected/not interested?
