I recently started playing ME again and decided to level up my character to 60 for ME2. The only problem is that upon completing the second playthrough with said character, I was 57. I just started a new game so I can get the 3 levels I need. Will I need to complete the game a third time with that character (6th time altogether ) for the 60 to take effect or can I stop once I hit 60 and I can import it from there?

The ME2 import feature is for a completed character, using as far as I'm aware the 'finished' save that is generated at the end of the game.

You will have to finish the game again for it to count.
