Somewhere in one of the previous games, there was a codex about a family/group of thief/assassins who I seem to remember were based in Orlais. They had no connection to the Crows but seemed to fill a similar sort of behind the throne role. Could anyone point me to the right codex or refresh my memory on this? Thanks.

are you referring to the supposed Bard organization mentioned in DA:O

I'm not sure. Originally I thought I read about them in DA2 or one of its DLC but then I wondered if it was actually further back in DAO. I don't think they were bards but I suppose they could have been. I'm sure I didn't imagine them though. I just wish I could remember where I saw it and what their name was. I think it may have been a codex linked to an item but again I can't be sure on that point.

I've found the reference. They are called the Shadows of the Emperor and they work for the throne of Orlais, although the identity of them is largely unknown even to the ruler. They are meant to infiltrate families that are becoming too troublesome in the grand game and were still meant to have been active at the time of Origins and more involved in Orlesian affairs than the Crows are elsewhere. So either Celene disbanded them, they favour Gaspard, or have decided to remain neutral until the civil war is resolved. However, information about the Winter Palace mentions something about the Inquisitor having to foil the plot of an assassin, so may be he/she is a member of this group.

I wonder if it's Antivan Crows at the Winter Palace or bards working for the Shadows. maybe Zevran will be at the ball either trying to prevent the assassination or as the assassin.

Well if Zevran is there it would be as a free agent since he had remained outside the Crows after DAO and that is why they were hunting him in DA2. Mind you, the epilogue to DAO has him taking over the Crows in the end but in that case he would be back in Antiva directing things, not out in the field. I think it is likely to be a totally new assassin and I hope it will be someone from the Shadows, since the Crows popping up everywhere is becoming rather boring and there is no way a group like the Shadows would allow the Crows to interfere on their patch. In Asunder it was never revealed who exactly was behind the attempt on the life of the Divine, since it was assumed that the mage who did it would never have got out of the Circle and into the palace without help. My money is on the shadows.
