I have the most difficulty with the Drell kit's, particularly with boss units and any thing that does DOT...which, now that I think about it, is most of the boss units.

Going back to the point I made earlier...It appears the "elite" players seem to be against this notion of there being harder kits to play than others, but guess what? Not everyone is "elite", and majority of the player base will find certain kits harder to play than others, and in their opinion (as requested in the original post), there will be a hardest kit to play.
Some kits are easier to play than others regardless of the player's skills. I personally find that some kits (e.g. volus adept or merc) are harder to play than others (e.g. GI or TGI), and that some kits' weaknesses are way easier to compensate than others.
But I probably just need to l2p. Also, hardest doesn't hard and I'm fairly certain that the OP didn't deserved being insulted and all.
The "hardest" kit....Juggernaut....'cause....it's so hard.
In the spirit of the OP's question, these kits are hard for me:
Turian Havoc (with Havoc Strike)
While I've played this guy successfully as a weapons platform, when I spec HS it all goes to $**t.
For me, a character which only works on-host is pretty useless. My experience with HS is the frustration of mashing the HS button while the path ahead is clear and nothing happens!
Cabal
Exactly the same as the Havoc. She just feels wangy and unpredictable.
The salt is strong in this thread.
For me the hardest kit to play is the novaguard. Keep getting smashed..
Edit: Havok is also a difficult on since I always try a melee build which just ends with me being killed..

Opinions weren't just stated. The OP was insulted (for lack of a better word) because of his opinion, and you still haven't answered my question about the TGI vs the Hunter.
Definitely Volus. Lots of things to worry about plus your crappy HP.
There are kits harder to play than others. Whatever the build and the player's strengths or weaknessess, a TGI (among others) is always easy to play, because being able to recover your shields without any cooldown makes the game significantly easier.
To answer the OP's question, I would say that any melee oriented character can be tricky to play in a big open map, especially against collectors. Of course, as some others said, you can just take a Harrier, stay afar, and shoot. But I assumed that the kit was played on his strengths.
I'd say melee kits... you have to find the balance between killing stuff and staying alive. It demands good situational awareness.

Anyway:
The hardest Characters for me are:
Phoenix cerberus adept,
Talon merc engineer, and
Drell Assasin (no matter what, I completely suck with this guy),
There are some other kits, which are difficult because of the specific build or weapon I chose - or because of enemy faction,
(like Javelin Geth trooper, BPP hunter, Supressor-shadow strike-shadow)
My most embarrasing fail is always with the paladin:
Energy drain -> I'm INVINCIBLE! -> wait, i'm dead?

I'm also bad with any low shields kit; but i believe that has more (ahem) to do with off host lag/other such shenanigans

Is this with cyclonic shields? I always use cyclonic on my melee kits since they are very fragile without them.. Have you tried melee Fury?
It's kind of fun punching/kicking things in the face but the tracking is bad and Annihilation field does not panic geth/cannibals.

The last time I tried this I used all my medi-gel by wave 3, and we wiped not long after. (collectors/hydra)
OT: The kit I have the most difficulty playing is the Vorcha. My connection sucks, so off-host I find bloodlust not doing a whole lot to keep me alive.

Power Amplifier on the Krolord and the Shadow, and Adrenaline module on the Cabal. Otherwise it's too easy.
I haven't tried the melee Fury yet.
I will make a metaphor and say that I have a slow CPU installed to my system, which makes quick gameplay very difficult for me. I can't play with any kit that can run laps between waves. I don't play fast, so the Drell and the Fury, as well as the Shadow and the Slayer are a problem for me. And the Vanguards that aren't bulky like the Kroguard, the Batguard and the Cabal.
Basically, the most difficult kits for me are the Asari Vanguard and the Drellguard.

it's the Nova Vanguard for me.
I can't get this kit to work for me, I die way too much. Banshee sync kills or knowing when to Nova, realizing Nova doesn't work without Barriers when I'm surrounded by everything is just too much for me.

I still find these classes fun on occasion but don't like playing them in gold
I'm sure Knocking or Finn would be happy to help you out if you had a PS3. They're easily the two best Novaguards I've seen.
I can play any random kit /combo if these guys are in the lobby, since they wipe the majority of things and I just pew-pew the crumbs! (Not to say I score well, though).
On topic -- playing vanguards (& N7 Fury) off-host is a crap-shoot (the 'hardest') so I don't random pug with them.
'Hardest kit to play' doesn't necessarily equal 'hard kit to play', so of course some kits are harder to play than others. I'll give folk claiming otherwise the benefit of the doubt and assume they just haven't properly understood the OP's question.
OT: Probably the Krogan Warlord for me. I've hardly used the kit and not enjoyed it at all when I did. I dislike melee setups in general and he also seems incredibly slow and unwieldy to me.
