The woman is definitely Morrigan.
The outfit does match Cullen's But something makes me wonder if that's supposed to be a human male Inquisitor

Nah, the Inquisitor is to his right on the side. He is wearing the helmet that you see on the boxart.

Not sure why Morrigan(?) is there, but it does seem that it may be Cullen due to the clothes.
Although I wouldn't be too surprised if it may be some type of flash back/ Fade sequence with our Warden

The armor looks like Cullen's...but standing near a Morrigan in her DAO outfit? Cullen has no reason to conceal his face.
I don't think it entirely possible for him to be the Warden.

Do people just ignore the fact that the warden could be female, dwarf and/or a mage. Makes no sense that every shadowed figure is a male human warden

No? I assume that, if that is the Warden, their height and weapon will change to accomodate the various choices in DAO. The only thing they'll have in common is that they will all be masked.

It has been 100% confirmed the person in the Lion Mask is CULLEN. No argument. Bioware people on Twitter have been inundated with questions about who this is and they have confirmed that it IS Cullen. That is all.

That looks far more like a lion than a wolf. The lion is the symbol of Orlais and also part of Celene's coat of arms. Since he is with Morrigan and we know she is in Orlais in Celene's court, I'd say he is connected in some way to Celene. If it is Cullen then, if he remained loyal to the Divine, she may have sent him to keep an eye on things having heard the rumours about Morrigan and he is masked so she won't suspect who he is, masks being common in Orlais.
Then again it could be a device for showing the Warden or Hawke but I doubt it.
