The fact ME2 had no plot, it didn't move the overall story forward, it added a lot of needlessly complex and trivial new plot points that never got fully explained or properly dealt with and the ending of ME2 was perhaps even more horrible than the ending of ME3.
In short, Mass Effect 2's "plot" was all over the place and it didn't progress the main story at all.
Which left BioWare with one last game (ME3) to fix all that mess that they left with ME2 and salvage the plot. Of course BioWare failed to do so. Their "clever" solutions felt staged and forced, like how Shepard conveniently finds a solution to the reapers at the beginning of ME3 because he didn't find anything in ME2 and how we get a random kid giving us some background on the reapers and their motives because we didn't get any of that in ME2.
I felt the game had a good plot. Mass Effect 3 had all the screwups for instance, lack of a trial in regards to the actions done in the Arrival DLC. No Batarian Squadmate that would have been a good thing to have, help us see more of the Batarian perspective, not just the evil slaver Batarian we were shown in ME1 and 2,
