Garrus and Tali are in Mass Effect 3, but you cannot start a romance with them in that game. In order to have a romance with either in Mass 3, you must begin a romance with them in Mass Effect 2 and carry it through to the end of its Mass 2 portion, then import the saves.
I'd be really happy with 8 romances, if this is true. That means we can have Cullen, Cassandra, Mustachio, Sera, Varric, Iron Bull, Scribbles and Vivienne.
Substitute any character for one you'd prefer, if you wish.

Not to the perception of the majority. When you put it the way I did, it sounds complicated, but really they're still seen as romance options because a TON of folks went into Mass 3 with those two romanced.

Eight would actually be the perfect number for me, because I have eight world states. Any more than that and I'd have to start making choices!

I'm agreeing with you- they count, but to split hairs saying "you need this background or. . ." is misleading. I mean, if you can start a relationship, regardless of conditional requirements, it's romanceable.

TBH I think this is the most likely situation, but with Blackwall instead of Varric because as much as people want Varric I can't really see them giving him a romance. There's been more contradictory hints than hints towards it in canon, the only thing it's got going for it is fan desire.

It would be, but I still don't think it's very likely. They've repeatedly said he's already got bianca-the-crossbow and the real-bianca story is hardly resolved.
