Even without SWTOR the count is too high. ME3 has 15 or something. Although most of them are continuations and some others don't give the achievement so there is room to maneuver.

Ahem. Anyway ... That's pretty much what we all thought since twenty-three romance options seemed, uh, improbable .

 

Now the only question is 'was Mike counting Mass Effect?' and 'if so, which game and which options?'  (Because depending on if you count NPCs and imports, the highest total number of romances in an ME game is either six or, like, fifteen. I am guessing we are only exceeding the lower of those two numbers.)
