I just hope that romance restrictions are not purely gender-based. There should be some restrictions based on class and race too.

I agree. Not so much on class, but something based on behavior, or something like a dwarf-exclusive Varric type thing makes sense to me, although I doubt they'd ever do it since the numbers they got back from DAO showed dwarves were the least played race.
However, something like this would do well to entice players to play as dwarves more, so there IS reason to do it, if they felt the resources used would create enough profit.

Well, those are subject to opinion and on Character predisposition. Would a stoic warrior like Cassandra have the same length conversations as an Orlesian Mage who plays The Game?
My personal theory is that of all the companions, only Cole and Varric will not be available to the Inquisitor in some fashion. However, the devs also made sure to let us know that there are different kinds of romance. Some might not be particularly romantic--Iron Bull sounds like he'd be all about the sex, and little else. Maybe you could convince him otherwise, maybe not--maybe you can only have Iron Bull if you're okay with it being casual and not being more than friends with benefits. And i remember a "hate-fueled romance" being mentioned, too. That could apply to just one character, or to a particular set of characters that the Inquisitor might have opposing ideals to--whereas they might be normal romances if the Inquisitor is more agreeable to their opinions.
