Romance is part of the story. If the story is going to react to choices, that should include romance automatically.
DA2 suffered from a disconnect, we are constantly told how badass Hawke is, yet his/her life is one fail after another.
Also I think I might prefer a lack of agency in romance rather than in the main story. I'd MUCH prefer a dynamic storyline that reacts to my choices than romances who react to my choices.

My preference offers more choice for everyone, including you, in a game that claims to make player control a priority. I'm not saying it's "fundamentally" better at all, but the only people it upsets are the ones that want other people to be restricted because... I dunno, their parents didn't hug them or something.
A fantasy setting is, in fact, a blank check to do whatever you want. That is pretty much the entire point of fantasy. The fact that 99% of fantasy only deviates from "reality" in a few small, extremely common ways speaks only to lack of creativity on the part of the author, not to any sort of inherent limitation in the genre.
