Ya, all the characters from the first game were once no names as well. BioWare has done this multiple times already.

Garrus sucks. Seriously, he's one of the most overrated characters in the series.

Poor Turians. Given how well they resisted the Reapers you think the Catalyst would have reconsidered the whole prioritizing human things, especially considering we got pwned harder and faster than anyone else.
