The restrictions are far more likely to be based in technical difficulties than other reasons. Different sizes of model will collide at different points giving some strange results. ME romances were full of clipping and generally WTH moments because of this.
While you can write a scene is a matter of minutes, translating that to its animated conclusion is far less easy.
Exactly. And that is the reason I am extremely unhappy with DG's statement because it can too easily mean dwarf characters won't be able to have romances at all.
I absolutely don't want to feel forced to play a completely different race just to be able to have a romance option at all. All I want is a female I can romance as a male character, instead of wanting to be able to romance a particular character. It sounds like even that could be too much to ask.
I feel a race restriction is pretty much akin to racial traits in certain MMOs where it is used to make race selection more than just about a skin and model difference but it too easily leads to particular races being completely useless at end game.

I can't see class-restricted relationship arcs ever happening. Can you imagine how disappointing it would be to not be able to pursue a romance arc you're interested in and otherwise eligible for, but are denied because you just happen to be playing the class you enjoy the most?
And how would that even work? "I'm sorry Inquisitor, you're really nice and all that, and I do like you, but the fact that you chop people in half instead of blowing them up with fireballs is such a turn off. We simply aren't meant to be."

It does suck, but I think the BW writers are going for what the character dictates first and foremost, this time around.

I knew that there would be race restrictions for romance when BW revealed that there would be class/race restricted scenes and events in the game. Like being the Orlesian Warden in Awakenings instead of importing or having an alive Warden at the end of Origins. They treat you differently because you are Orlesian, a little more suspicious of you as opposed to the deference of the original Warden.
So, being a Mage in this game, after what Anders did, will make you a bit more feared I would imagine than if you were a warrior. Another example is in ME 1 depending on your background as Spacer, Earthborne, or Colony, they have a little scene that is specific to each background that you don't get otherwise. I like this and so it doesn't surprise me. It doesn't really upset me either though. I'll just do multiple playthroughs with different classes and races so that I can experience all the romances and events.

Can totally see that as being a plausible thing in some circumstances (in theory, not in DA:I). If you had told me back in DA2 that Fenris wouldn't take to a mage Hawke no matter how nice you acted due to past experiences, I wouldn't have been at all suprised.
Having said that I can't think of any case where class gating wouldn't just come down to restricting options for mages (since I can't think of an in-character reason anybody would happily date a sword and shield user but not a dagger wielder, for example), so it's probably not a good idea.
There won't be class restrictions on romance. The problems with your class will be related to how people receive and trust you, particularly mages.
There may well be race restrictions, particularly for dwarf and qunari, so I'm thinking Iron Bull and Varric will be restricted to their own race, whether bisexual or straight is anyone's guess.
I doubt elves are going to be restricted to elves because of the fact that Sera is lesbian, so needs to be able to cater for human sexual orientation as well.
Same comment applies to the gay male option. I must admit I agree with many others that this is likely to be Dorian (not human restricted) but that seems so obvious and clichéd that it would be nice to be pleasantly surprised and find it was someone completely different.
Cassandra is a confirmed love interest and I think will probably be bisexual but restricted to humans and elves.

That actually would add up to 6 romances, more than previous DA titles. However, since I gather elves are being restricted to being of Dalish origin, then I think it likely that Solas may also be a romance because role playing it, your Dalish may be racial prejudiced against romancing other races and Solas likewise may be picky about such things. Then again, that would mean that a male Dalish would only have the option of a male romance if they wanted to stick to elves. Hmmm.
I dunno, I don't have a problem seeing Cassandra or Cullen being unavailable to mages considering their backgrounds.
Cassandra could still be bi. Vivienne might be asexual.

I can only see Varric and IB having any sort of racial restriction. Varric due to not being attracted to humans so Elf or Dwarf Only , and IB Not available to dwarfs due to the massive size difference.
Class-restrictions i don't think are in nor would be smart. Racial ones for the right reasons and make sense I can live with.

Racial restrictions make more sense, both for character/lore and animation reasonings.

Iron Bull. I doubt he will be romacable to any but the female Qunari inquisitor. I will be shocked if he is and more likely to try and romance him with my female Elf inquisitor if he is.
I wouldn't depend on that. If he's romanceable, it'll be to any race. I personally think he's bisexual, due to his information on the DA website. Mass Effect had alien romances, so we of the DA fandom deserve some Qunari lovin.
