I'm unsure how DirectX12 will fare out honestly. Now AMD already has Mantle and BF4 performance (Single Player) was quite good for me. The battle between AMD and Nvidia is equivalently that bad as Microsoft vs. Sony.

In my exp Bioware has always been good at optimizing their PC games...but my exp has only been with DAO and DAII...

AMD hardware with sheer power? Yes. Driver optimization vs Nvidia? Not really. I really have bad performance on AC4 Black Flag and constant crashing. Some said even GTX770 (a lower tiered graphics card) perform miles better than R9 290 in Watch Dogs.

The problem is, unless I misunderstood AMD product roadmaps, that the FM2+ socket the kaveri uses will always be reserved for APUs. And if we're talking a budget of more than say 700 bucks, then APUs are simply not powerful enough in the processing compartment compared to standard CPUs. I don't know exactly how their limitations are, but I'd wager that pairing an A10 with a R9 280X would already be in danger of bottlenecking the GPU, or at the very least impairing performance in CPU heavy games anyway.
Kaveri has great buck value, but it's simply too little bang if you're looking for performance primarily.
True with a budget over $700 I'd always reccomend Haswell i5/i7 the new Devils canyon i5 4690K and i7 4790K will sell for the same price as the normal i5 4670K/i7 4770K. so I'd reccomend one of those with something like the Asus Z97-A if they are on a budget that board got a 4770K to 5.0ghz Stable with 2400Mhz ram.
That being said Asus have just released a Bios update that allows you to run a devil canyon cpu on a Z87 board like my Maximus VI Formula.

I don't know if 2 Ubisoft games, that have a relationship with Nvidia and are kind of notoriously bad at PC optimisation, are a good general benchmark

DAI is one of the titles that was confirmed to have Mantle support along with BF4,Star Citizen,Thief and Witcher 3

The Devil's Canyon CPU are little more than Haswell refreshes that are slightly faster and are running with a higher clock. There's little special about them compared to standard Haswell CPUs. And if you don't want to overclock, any non-K Intel CPU is perfectly fine (say an i5 4670 or i5 4690).

Haswell-E is about to come out so at least wait for those CPUs to drop and see what's available then. It does not appear Nvidia is going to release their 800 series GPUs this year due to delays in manufacturing. If they do release, it's going to have to be on something higher because 20nm will not be possible until 2015 now. They're probably revising their 800 series architecture if it's being released later this year.
I'm pretty upset about the delays personally. 800 series was supposed to be a huge jump in performance and I was going to build a new rig with Haswell-E and new Nvidia GPUs. This means I'm going to have to buy a 700 series and then if the 800s are as billed I'm going to have to drop more money next year...pretty annoying. I was hoping to get both this year. If I would've known this I would've just built one last year. I waited an entire year just for the new Nvidia GPUs and it's not going to happen it seems.
At least Intel is finally jumping to 6-core/8-core CPUs. I'm hoping we see a huge performance boost with their CPUs in the games. More games will start using those cores as standard in the future.

Actually, all indications say that 800 series would specifically NOT be a huge jump in performance.
Besides, I'd advise you go for the 700 series anyway, mostly because buying second gen hardware (500 and 700 series) is better than dealing with all the quirks first gen hardware (400 and 600 and the upcoming Maxwell series) is going to have.

It looks like I'll need a new system to play this game. I'd love to get advice on a few questions:
1. Is waiting until September/October a good idea before buying? I'm not sure what components are expected to be released over the next few months or what might happen to computer prices. At the very least, I'll wait until the pc recommended specs are published. But, I'm not sure if I can expect to get better pricing if I wait until the last minute before launch.
2. Does anyone have a good recommendation for high "bang for the buck" GPU? I'm hoping to spend about $1000 on the new computer, and hope to either make this a first time self built, or maybe pay my local Micro Center to assemble it for me. Playing around with builds, it looks like I'll spend from $150 to $250 on the GPU. Is AMD or an nvidia a better option at that price point?
3. Overclocking. I have no clue what it is, if I want it, how to do it, or what changes to component picks I should make depending on the answers. Any help here would be greatly appreciated.

Well the Asus Boards From the entry Z97-A all the way up to the ROG Maximus VII Formula all come with software called AI Suite 3 that does all your overclocking and Fan profiles for you All I did was select 4.4Ghz, tick the checkboxes for fan benchmark and configure Max CPU Power and hit start, within 5 minutes I had a steady and stable 4.4Ghz overclock.
If you dont want to overclock you dont have to however the K skew Haswell's ( 4670K/4690K/4770K/4790K) give you the option of overclocking later should you want to. in all cases its best to go with a aftermarket heatsink or a All in One Watercooler as the stock coolers are not exactly brilliant.

If you want the highest capability at the lowest price, you have to know exactly what you want in detail and build it yourself out of the various components. Amazon and Newegg are two well-known sources for components at excellent prices (in the US, at least).
Otherwise, you have to decide what's most important to you.
Of the semi-custom system builders out there (I'm leaving Dell, HP, Acer, Lenovo, etc., out of the mix. They don't really do "custom".) there are two ways to go.
1) Highest quality at high(er) prices: Digital Storm. On a tight budget? See their Vanquish II line. When it was first released it beat some experts' home-builts for specs and price! For US$700 - US$1000 you can get a excellent machine that will run DA:I with no problems. It won't run it at the "ultimate" graphics settings, but totally playable.
2) High performance at low(er) prices: CyberPowerPC. Heavy on customizability, but easy to get lost in the options. (And some people report customer service problems, others rave about their systems.)

If you're not going to OC the i5-4570 is probably the best option, around 3~4% performance difference against the 4670K without OC but at a significantly lower price.

"Cores" vs "processors" is terribly inaccurate to be honest.
What we have here is simply two different multithreading architectures (AMDs clustered multi-threading vs Intel's simultanous multi-threading (hyper-threading)).
It was not meant to be a technical summation of the discussion. It was meant to highlight that in the marketing being done both the CPU manufacturers, those are the terms being touted. Neither lists the "number of simultaneous instructions able to be processed" as the headline of the spec sheet! ![]()

Wish I had enough money to buy a new computer, but I don't see that happening for at least another year. By then, my current computer will be 5 years old. That's about how many years I wait till buying a new computer.
Anyway, I know my current system will run DA:I but probably not very well on high or max settings. I have: Intel Core i7 CPU 860 @ 2.80GHz, 8 GB RAM, and an AMD Radeon HD 5770 GPU (1.0 GB vRAM).
It was a really nice computer when I bought it almost 5 years ago now, but it's definitely outdated now, alas. Still, it plays all of my games at at least medium settings so I'm hopeful for DA:I.
