I think Zaeed will have as much content as all squadmates, i suspect he was made as DLC because i remeber bioware saying they almost didnt get the game on 2 disks, so maybe they just cut out items and made them DLC such as the new Mako as well
Separate teams work on launch day DLC, and such DLC is usually finished after the game itself. Anybody who thinks as you do does not understand how the industry works at all.
apperently your not too bright either.
in march 2009 zaeed was already in the list of possible characters too pick for your team and another one too, japanese name no clue who it will be.
so they were busy with him since a while, as a part of the story.

You mean Kasumi, which is clearly a clever pseudonym for Blasto the Hanar [/insane_hope]

I bought that story for Shale but if you honestly think that ME2 is the exact same case you're just fooling yourself.
I'm not saying removing him for DLC purposes is a bad thing (It's part of their fight against second hand sales, which is fine imo as long as they don't start charging for the content) but it's just too coincidental for them both to have a similar story.
Shale's story made sense because of the delayed release. (From march to November, plenty of time to finish him up) ME2 had no such delay, plus inlike DA:O I doubt it's as easy for Bio to implement something so heavily in to the story at the last minute. (Not saying it'd be easy to do in DA:O, but the toolset is far more accomodating)
/end rant. Hoping he'll be important to the suicide mission but who knows.
