My guess is that the future inquisitor (if the order doesnt disperse), will be an antagonist.

here is the thing.
in DAO we could summon some npcs for a battle, some of them are good, when others not so much. but we actually can see them fighting. we can field them when we want.
As it now it's unclear how useful those npcs would be in the coming game. is there a reason to invest in your army? will readiness and size have its impact on some "background" state of the game, like patrolling the roads or hunting down marauders.
Given that we have a choice between leveling the party and leveling the army, and i think we would be able to complete the game by taking this route, without investing in the organization at all, i have some doubts about this claim that Inqusition is a character in itself.

Definitely, they mentioned exactly that, troops will patrol areas that you've conquered, having a certain amount of troops will allow you to take a stronger fort, increasing your inquisitions strength is necessary to achieve certain things in the game both in and out of the main quests.
now it comes down to how they will fight.
after some videos with combat i have my doubts about how combat is designed. because party combat is obviously improved version of DA2 combat. which raises another question: how mobs will fight and how this army of ours will fight as well (in terms of movesets and speed)?
if they will fight as those nameless waves of Kirkwall, i would rather pass on leveling the army.
