If you have a decent PC, I would get it on that.

PS3 will have limitations, while PC will have the 100% complete package if your computer can handle it.

I guess it really depends if your pc can run it. I heard the only big difference between pc and ps3 is the graphics and less in game npc/animals running around (non important ones) but I guess you should't really worry about that because skyrim managed to still have a lot of animals running around on the ps3. So I don't see why bioware wouldn't be able to.

Bioware also posted as of yesterday or so X360/PS3 versions will be on multiple discs, like 2-4 discs. So keep that in mind if you hate disc swapping.
That being said, PC is the best bet. It will run better and look better then even PS4 if you have a good PC.

The "can only use Keyboard and Mouse combo on PC" = myth. PC can use X360 and XONE controllers if you have them. Get the game on PC unless the specs are weaker than a PS3. PC with PS4 equivalent hardware blows all consoles out of the water and should be the preferred platform to play on(unless you hate both K+M and xbox controller use).

Sounds like me when I was trying to decide between PS3 or PS4, I couldn't make up my mind cause of save files but when they announced The Keep I decided to get the PS4 version, though I will probably still get the PS3 version later down the road.
