I was in the process of leveling up James's power and considering whether to spend 2 points on his rank 2 incendiary ammo or something else, when the question occurred to me: do Cannibals panic? The reason I ask is because when I have played a N7 Fury the Cannibals never panic when hit by Annihilation Field. Do they panic due to being hit by incendiary ammo? Or incinerate?

I'm pretty sure that they do panic, but just for a short time and not as obvious as cerberus troopers.

I probably should test it again though.

Maybe not though.

It seems more like being hit by incinerate sometimes causes a pause in their fire routine.

I don't think fire attacks panic them, from my recollection.  Incinerate does do the slight stagger when it impacts though.

To clarify:

The pause I was referring to is not the stagger effect.

After the stagger has worn off some cannibals immediately fire bag, while sometimes they just stood there doing for a second or so.

Cannibals do not panic when set on fire like most Cerberus units or Marauders. They can be staggered by powers, but they do not panic.

Scions panic. They scream like pigs .and then shuffle away.
