It just occurred to me that I have no idea what her hair looks like from all those silly hats.
Can her hair be like a romance only thing, like after she confesses her love for the inquisitor she reveals her hair. And they turn out to be tentacles that she uses to choke the inquisitor and proceed with her "true agenda"
EDIT: Assuming she's a romance option of course.

I'm still mad that they gave the first African-looking black woman a buzzcut. Like... argh!! They could've at least given her SOMETHING simple, yet elegant, to back her Orlesian roots, instead of making her look like generic African villager #72!

This is actually simple and elegant and very Orlesian
Switching hats is quicker than switching hairstyles, and lower maintenance.

Actually I think the buzzcut is orlesian. It's like how in fancier olden times people would cut off their hair specifically so they easier wear extremely extravagant wigs and hats
and orlesians love their extravagant wigs and hats

The Orlais I've heard about has women with hair shaped like birds' nests with actual birds living in it. Viv's hair is simple, but definitely not elegant, and certainly not Orlesian.

Some noblewomen, and we only know that from Leliana. I don't know if there are other trends in Orlais. Also, keep in mind that Vivi is a mage, and she's required to fight in DAI. While her hats don't look exactly practical, they require less washing than medium/long hair.

I think Vivienne looks beautiful no matter what type of hair style she had. She has beautiful facial features and I think the buzzcut looks very clean and dignified on her!! She's a beauty no matter what, I'm just happy that we have an awesome female companion like her in game! (:

I can see practical reasons for why she might wear wigs to important parties but not when she is out traveling with the inquisition, and instead settles on still very fashionable but less cumbersome hats. The point of the short hair is that you can put whatever fashion suits the situation on top of it, be it a wig or a hat or both.

Viv is described as a typical Orlesian fashionista who cares a lot about her looks, wearing flamboyant dresses and adorning an unconventional, yet extravagant headpiece, so why not go all the way and give her a hairstyle, which is another big part of fashion in Orlais according to Leliana, that is also as big and flashy as the rest of her? Why give her a simple hairstyle that any commoner can, and does, wear, if she's supposed to be all about her social status?
And to be honest, the main reason why I'm really mad about this is not the fact that she's black and she has a buzzcut. The main reason I'm mad is that she's the most African-looking DA character we've gotten, and they've given her a hairstyle that's stereotypically seen as being the only hairstyle African people wear, if they don't just go all natural and let their kinky hair grow out. If Isabela was the one with the buzzcut, I wouldn't complain at all, just as I haven't complained about Jack from ME having this haircut. I'm just upset that they created someone as beautiful and unique (to the DA setting) as Vivienne and ended up giving her a stereotypical haircut for someone with her looks.

The hair she has is the height of fashion because it can easily change to fit the fashions. A ball going on where the theme is birds? Get on that big bird wig. A state dinner where too big wigs would be frowned upon but formal dress is required? A massive formal hat. She could switch out a hundred wigs and a hundred hats a day with this hair. She can switch between multitudes of big and flashy at a moments notice.
A shaved head with fancy fake headgear has been a status symbol in several points in history, because only the rich could buy wigs or hats of such quality.
