The hair she has is the height of fashion because it can easily change to fit the fashions. A ball going on where the theme is birds? Get on that big bird wig. A state dinner where too big wigs would be frowned upon but formal dress is required? A massive formal hat. She could switch out a hundred wigs and a hundred hats a day with this hair. She can switch between multitudes of big and flashy at a moments notice.
A shaved head with fancy fake headgear has been a status symbol in several points in history, because only the rich could buy wigs or hats of such quality.
Again, then why doesn't she just wear wigs (when she isn't wearing the hat, of course)? Or, to be more concise, why didn't they show her with various wigs on in her concept art? And people love going on about the whole wig thing, but most of the females we've seen from Orlais have natural hair, so why doesn't anyone talk about wigs with them? Besides, like I've said, I'm not too hung up on the whole Orleisan premise, I'm mainly mad that they made the African looking lady with a haircut typically associated with them instead of trying to shake things up a bit or make her look a little bit more unique.
