Javaris Tintop. That dude was hilarious. I'd like to see him reduced to some humiliating or unsavoury profession (trying to sell extremely suspicious meat snacks, for instance) and then try to rope the Inquisitor into some poorly-conceived get-rich-quick scheme.
Emile de Launcet. Just a passing cameo in the Orlesian court, still trying to pass himself off as a blood mage.

Charade Amell, Finn, Ariane, and Bevin (if you gave him his grandfather's sword back).

Shale and Wade
edit: well, I guess Shale isn't minor to DA as a whole.
Maybe I'll say Feynriel then.

I'd like to see Finn again, from Witch Hunt. Especially now that he might be off in the woods somewhere. Oh, think of his robes! ![]()
Also, Jowan. What? I love that little bugger. I'd like to see him again, granted he survives DAO.

Bevin (if you gave him his grandfather's sword back).
Oh yes, I would love to see this. Especially since a number of years will have passed since then so he could potentially be old enough to join the Inquisition, even if just as a simple recruit.
Maybe I'll say Feynriel then.
Another great choice then, it will give Bioware a chance to show the Tevinter empire in a very different light. Possibly linked to Dorian?

Finn and Ariane - Their companion banter was fun, and they played off each other's not-stereotypes very easily. Given what we see in the Masked Empire, the Dalish are actually quite horribly xenophobic. She might soften them a bit. As for Finn, he's hilarious.
Charade - The classy cat burglar has a lot of potential. I'd really like to see her in a DLC sidequest about the treasure of the Black Fox, since Gaspard and Celene seem to have the rings. Who else would rob but her?
Maraas - The Tal-Vashoth mercenary was really cool, and for a while, I thought he was the Iron Bull. Plus, I like getting a kossith who isn't one of the qunari zealots.
Jerrik Dace - He was beyond unusual for a dwarf, being a Beastmaster type. Plus, since Varric is no Orzammar dwarf (and most other dwarfs are dickbags), he'd be fun to see
Velanna - Might catch some flak for this, but I'd love to see her softened up, with some maturity under her belt.
Sergeant Kylon - If you don't remember him, he was the guard in Denerim complaining about all the bastards he gets to keep the peace. He was fun.
Athenril - If you don't kill her in DA2, I want to see her come back. She looked cool, she was no nonsense but a good taskmaster.

Crap, you just reminded me that with my current playthrough I totally forgot about him in the wardrobe! I've never done that before
. Must be my age...

Maevaris is the big one, for me. Personally I tend to rank her as higher than a secondary character, but that's bias talking since she's a supporting character in a bit of peripheral media just like Nyree, so. The first magister we've ever come across who isn't cacklingly evil, with an interesting backstory and a nice grey nuance of morals that I've come to expect from Dragon Age (she's on the side of the heroes, but she's so used to Tevinter culture she doesn't bat an eyelid at slavery), plus connections to Varric who is a companion this time around. I fear she may have been invented too late into the dev cycle to make it into Inquisition, but I live in hope that maybe we'll see her in DLC if not in the main game.
Elsa, Meredith's tranquil assistant. How's she doing after everything in Kirkwall went down? How is the Breach affecting Tranquil, if at all? Basically I really really want to get into some heavy Tranquil lore details but we don't have a clear standout character to convey that stuff to us yet. I choose Elsa!
Edit: forgot one, although I'm sure she's so often killed that we're unlikely to see her again: Varania, Fenris's sister. There's something about the conflict between being a mage and an elf (and an ex-slave) in a culture that derides one and values the other that really interests me.
Plus a whole ton of book characters, plus lots of ones other people have mentioned, too: Charade, Maraas, Nyree, Finn, Feynriel.

He'd be in his late teens/early twenties. And we are going back to Redcliffe. That would be an appropriate shout out.

Does King Pyral Harrowmont count as a minor/secondary Character? Because if you make him King and give him Golems, he survives and the Dwarves have a Golem Army. I like Dwarves. I like Golems. I like Harrowmont, how bad and traditional he might be as a King. I even don't have a Problem with the Isolation of Orzammar under his Rule. Harrowmont for the Win.
For that Matter, I another Save I would like to see Bhelen return as well. He is a Dick, but he does good for the dwarven People.
And Branka. For all his Goodness, Caridin is so much less interesting than that crazy Maniac of a Paragon.
Greagoir might also be a Person I'd like to see again. A Templar with Sanity, hurray!
As for DA2 Characters, there are few likeable Characters that survived, even in my more moderate Save. I vote for Feynriel.

I'd have to say...
- Wade and Herren
- Avernus, if he's still alive
- the Drydens
- Larius and/or Janeka
- Anora
- Bodahn and Sandal, of course
- Lanaya and the rest of her clan
I'm particularly interested in finding out what happened with Larius/Janeka/Corypheus. I hope it's addressed in Inquisition.

Given how minor he is compared to the potential of Alistair, Morrigan, and Leliana, would asking to see Zevran count?

She's pretty much been confirmed to at least get a mention but more Dagna please! She can follow me home like Bodhan and Sandal always do, and run the engineering section of my Inquisition.

I wanted to see Cauthrien again, but guess that won't happen since her VA voices the Female Inquisitor.
