Rockstar didn't optimize GTA IV on PC, but it was still by far the better version of that game.
Also, they did a MUCH better job with Max Payne, which looked and ran amazing on PC. Might have been a different team though - I can only hope they are responsible for the PC version of GTA V.
GTA4 has extensive mods though, Which made the game insanely better

As noone really knows what pc system requirements there will be for this game, it is is really difficult to tell if one's computer will run it well enough or not. Let's wait and see until the official system requirements for pc has been announced shall we.
