It is military slang for rumors. It originates with the water fountains aboard ships which are called scuttlebutts, named after the old casks that were used to carry drinking water during the age of sail. Just like in modern offices around the water cooler, people sometimes gossip around them...hence rumors became known as scuttlebutt as well.
If you played Mass Effect 1 Ashley uses the word.
