It's a different situation now. Bioware has said that previous romance interests are off the table. What would be the point of adding a bunch of flirt lines if there is no chance that it will lead anywhere.
You have a good point. I'm doubtful Morrigan is going to flirt with the Inquisitor, or anyone else.

My two cents: I think it would be in character for Morrigan to flit with the Inquisitor just to mess with them because "'tis amusing, that is why."
While she is not unfamiliar with using seduction for her own needs, I can't picture Morrigan flirting with anyone, certainly not with everything going on.

I imagine that it will depend on the choices that you make in the Keep. If someone engaged in the Dark Ritual, conceived a child with Morrigan, and then stepped through the Eluvian with her, I doubt that she is going to be hitting up every person with a pulse.
Gaider and the other devs have repeatedly emphasized that her character has matured over the years. Inquistion takes place a decade after Origins. People change.
Anyways, what does it matter if she flirts or not? The devs have confirmed that she is not romanceable. At the most you're going to get a "nice horns there, Qunari."

I don't expect her to flirt with the Inquisitor, but I do expect her to treat the Inquisitor and others with more than a little sarcasm. I doubt she's outgrown that trait in the last ten years.
